Okay, so interestingly enough for me after doing this fix the game would crash while loading, similer to what noted, however if after the crash I ran /tmp/protonrun, the game would work. I was able to start a new game.

Workaround is renaming v2game.exe to victoria2.exe. Can confirm renaming the exe combined with Proton 3.16-4 Beta the game runs. Program description.
